                          PRESS NOTE

BRIEFING AND INSTRUCTIONS ISSUED TO CONDUCT  FORTHCOMING ELECTIONS OF PANCHAYATI RAJ INSTITUTIONS SUCCESSFULLY IN MANDI DISTRICT

            Today undersigned briefed the all gazzetted officers, Station House Officers and Incharges of all Police Posts of this district regarding to conduct the elections of Panchayati Raj Institutions in fare and peaceful manners . In this regard a meeting was held at Police Lines Mandi.

            Detail of to conduct the elections phase wise in all Panchayats of this district is as under:-

                In addition to this deployment,  Quick Reaction Teams (QRTs) comprising NGO=1, HC=1, Cs=4 have been made at each police station and One Reserve NGO=1, HCs=3, Cs=24 will be kept in readiness at District Headquarter round the clock for any eventuality.

All security police personnel will bear neat and clean winter uniform along with name plate during duty.

No one will make use of liquor alcohol or under the influence of other narcotics substances.

2.

Maintain proper law and order duty at each Polling booth and make friendly environment with high moral.

Do not smoke, while on duty.

3.

 It is the prime duty of every security police personnel deputed for election duty at such a place to make safety & security of Ballot boxes and voting materials at any cost.

No one will use any vehicle of contesting candidates, for any transportation. 

 

4.

 Make arrangements for the voters (men and women) to stand in separate a queue on the days of polling.

Every police security personal will not leave the duty till the whole process is over.

5.

 

 Order given by the Presiding officer for the person whom arrest, such person may be detained and inform to SHO's concerned immediately.

No voter will be allowed to carrying any suspicious article in to the polling booth.

6.

Inform the sector officer in any emergent situation.

No voter will be allowed with any fire arms near the vicinity of polling station.

7.

Deal respectfully with ladies voters, be polite and courteous.

Do not engage in unnecessary conversation, while on duty.

8.

Make sure you know your duties/ responsibilities at every polling booth.

Do not argue with or shout at voter.

9.

Keep important telephone numbers with you.

 Don't indulge in rumor mongering.

10.

Be aware of the actions to be taken, in case of any emergency.

Do not listen to music, while on duty.

11.

Report any breaches of security to your superior officer immediately.

Don't be busy in secondary matters, while on duty.

 

VIOLATION OF CODE OF CONDUCT

 

            No Party or Candidate shall permit its or his members, supporters or followers to use any private or public property for erecting flag-staff, pasting notices, posters or slogans, etc. or suspending banners without permission of the owner or manager or the person in possession of the property concerned. If any violation of this clause will attract then take photographs and action under provisions of the 'Himachal Pradesh Open Places (Prevention of Disfigurement) Act, 1985' will be initiated against the violators.

 

COMMUNICATION

            One hand held walkie-talkie wireless set along with spare battery and charger will be issued to the guards in-charge of all 11 strong rooms in the distict. The officials deployed in shift for duty will handle the set and will remain on listening watch throughout and anything of interest will be communicated to the undersigned as well as to the Senior Officers of the Police through the district Control Room established in the office for the purpose.

            All SOs & SHOs will keep the mobile nos. of all I/Cs Guards of Strong rooms of their respective jurisdiction.

             Appeal is made to all peoples/public not to carry arms and ammunition with them during the entire process of elections of PRIs of this district in order to maintain peace and tranquility in the district.   

CASE OF RASH & NEGLIGENT ACT

Case FIR No. 360/15 dated 28/12/15 U/S 336,337,427,34 IPC has been registered in PS Balh, on the complaint of Sh. Pradeep Kumar S/O Sh. Sarwan Kumar R/O Upper Sultanpur Tehsil Sadar District Kullu (HP) that he is a driver with Private Bus No. (PB01A-1602) and  on 27/12/2015 at about 8.30 PM he was going from Manali to Delhi by above bus and when he reached near Chakkar at that time three persons namely Mukesh Kumar,  Virender Kumar R/O Village Bhangrotu and Surender Kumar R/O Behna pelted stone on the  bus, due to which two passengers sustained  injuries. HC Raj Kumar  I/O PS Balh is investigating the case.

 

CASE OF CRIMINAL TRESSPASS, INTIMIDATION AND HURT

Case FIR No. 315/15 dated 27/12/15 U/S 451,323,504,34 IPC has been registered in PS Sarkaghat on the complaint of Smt. Minakshi Kaushal W/O Sh. Santosh Kumar Village Chanoli PO Khahan Tehsil Sarkaghat Distt. Mandi (HP) that on 27/12/15 at about 07:30AM Jagdish Chand and his father Sarwan and mother Ratni Village Chanoli PO Khahan Tehsil Sarkaghat, Distt Mandi (HP) came to his courtyard and abused and beat him up and he sustained injuries. SI Man Mohan Singh I/O PS Sarkaghat is investigating the case.

 

CASE OF OBSTRUCTING WAY AND HURT

Case FIR No.116/15 dated 27/12/15 U/S 341, 323, 34 IPC has been registered in  PS Padhar, on the complaint of Sh. Anant Ram S/O Sh. Mast Ram R/O Vill. Bharara PO Drang Tehsil Padhar Distt. Mandi (HP)  that on  27/12/15 at about 1:30 PM  he was sleeping at his home then he hearing some noise outside of his home and he gone outside and saw that his brothers were quarreling on the dispute of land and when he was stopping them from fight in the mean time an other person Gagan S/O Sh. Girdhari Lal  R/O Vill. Bharara PO Drang Tehsil Padhar Distt. Mandi (HP) came there and beat him up and he sustained injuries. HC Chaman Lal I/O PS Padhar is investigating the case.

 

CASE OF PUBLIC SAFETY

 

Case FIR No.117/15 dated 28/12/15 U/S 283 IPC has been registered in PS Padhar, by HC Roop Lal that on the morning of 28/12/15 he was on patrolling along with other police officials at Padhar Bazar and during the course of patrolling he found a Rehri laid on the road by Raju Ram S/O Sh. Gyan Chand, Village Sanehar, PO &Tehsil  Padhar, Distt. Mandi (HP). HC Roop Lal I/O PS Padhar is investigating the case.  

 

CASE OF PUBLIC SAFETY

 

Case FIR No.118/15 dated 28/12/15 U/S 283 IPC has been registered in PS Padhar, by HC Roop Lal that on the morning of 28/12/15 he was on patrolling along with other police officials at Padhar Bazar and during the course of patrolling he found some construction material laid on the road by Bir Chand S/O Sh. Mani Ram Village Tikkar, PO Balh, Tehsil and PS Padhar, Distt Mandi (HP). HC Roop Lal I/O PS Padhar is investigating the case.  

 

CASE OF PUBLIC SAFETY

 

Case FIR No.187/15 dated 27/12/15 U/S 283 IPC has been registered in PS Karsog, by ASI Jhabe Ram that in the evening of 27/12/15 he was on patrolling along with other police officials at Karsog Bazar and during the course of patrolling he found that a Rehri was laid on the road by Kamal Dev S/O Sh. Amar Chand, Village Nayara,  PO & Tehsil Karsog, Distt Mandi (HP). ASI Jhabe Ram I/O PS Karsog is investigating the case.  

 

CHALLANS

119 Challans were issued under M.V. Act and fine of Rs. 21000/- was recovered and 07 Challans were issued under COTPA Act and fine of Rs. 700/- was recovered and 06 Challans were issued under Mining Act and fine of Rs. 18300/- was recovered during last 24 hours.
