CRIME REPORT 31 MARCH

CASE OF ROAD ACCIDENT

1. Case FIR No.49/12 dated 30/03/12 U/S 279,337 IPC has been registered in PS Sundernagar by ASI Jashbir Singh I/O of P.S. Sundernagar that a truck No(HP 34B-3179 ) collided with a car (HP31-3110 ) near Bhawana NH-21 and seven persons sustained injuries. This incident took place due to rash and negligent driving of truck driver Suresh Kumar. ASI Jashbir Singh I/O of PS Sundernagar is investigating the case.

Case FIR No.32/12 dated 30/03/12 U/S 283 IPC has been registered in PS Gohar by HC Inder Dev No. 35 that on 30/03/12 he was on patrolling along with other police officials and during the course of patrolling he found that Mansa Ram S/O Narad Ram VPO Chail chowk Tehsil Chachoit Distt. Mandi laid a heap of sand on the road which is causing obstruction to the general public and traffic. HC Inder Dev No. 35 I/O of PS Gohar is investigating the case.

Case FIR No.33/12 dated 30/03/12 U/S 283 IPC has been registered in PS Gohar by ASI Ram Krishan that on 30/03/12 he was on patrolling along with other police officials and during the course of patrolling he found that Dumani Ram S/O Kusla Vill. Tarour PO Sagli Tehsil Chachoit Distt. Mandi laid a heap of sand on the road which is causing obstruction for the general public and traffic. ASI Ram Krishan I/O of P.S. Gohar is investigating the case.

4. Case FIR No.32/12 Dated 31-3-2012 U/S 279,337 IPC has been registered in P.S.Padhar on the complaint of Bhadur Singh S/O Late. Sh. Hrai Chand R/O Karalari PO Urla Tehsil & PS Padhar Distt.Mandi (HP) that on 31-3-2012 at about 11.45 am he was going to kunnu in HRTC Bus No.( HP18B-7608) when Bus reached near Mohardhar then the Driver of Bus lost the control and the Bus collided with a tree and 20-25 persons sustained injuries. This incident occurred due to the rash & negligent driving of the above said bus driver. HC Nand Lal No. 41 I/O PS of Ps Padhar is investigating the case.

CASE OF ROAD ACCIDENT .

5. Case FIR No.34/12 dated 31-03-12 U/S 279,337 IPC has been registered in PS Gohar on the complaint of Khub Ram S/O Padma Ram Vill. Dharot PO Kandha Tehsil Chachiot Distt. Mandi that on 31/3/12 at about 5:45am he and his cousin boarded in the Maruti car No.(HP32-0702) and when car reached near the Digedhar then driver of above said vehicle Hukkam Chand lost the control on the car and fell down from the road at about 60-70 feet downward. This incident occurred due to the rash and negligent driving of the above said vehicle. Case is being investigated by HC Deep Chand No. 910 I/O of P.S. Gohar.

6. Case FIR No 94/12 dated 31-3-12 U/S 279,337 IPC has been registered in PS Balh on the complaint of Bhim Singh S/O karam chand R/O vill Janlag PO kathyahuin Teshil sadar Distt Mandi on 31-3-12 at about 1-40pm he and Mangal singh ,Garokh Singh and Neter singh came back from Ratti bazzar and he reach at Ratti bridge in the mean time M/Cycle No.(HP 33B-5390) came from Nerchowk side and hit Mangal Singh and he fell down on the road and sustained injury. Case is being investigating by HC Ram singh No. 66 I/O PS Balh .

CASE OF EXCISE ACT

7. Case FIR No. 51/12 dated 31-3-2012 U/S 16-1-14 Ex-Act has Been registered in P.S. Karsog by H C Ranjeet Singh No. 71 that on 31-03-12 he was on patrolling along with Police officials then he recovered 3750 ML Country liquor from the possession of Govind Singh S/O Kundan Singh village Behali PO Bagshar Tehsil Karsog. Case is being investigated by H C Ranjeet singh No 71 I/Oof PS Karsog.

CASE OF RASH AND NEGLIGENT ACT,OBSTRUCTING WAY AND HURT

8. Case FIR No. 52/12 Dated 31-3-2012 U/S 336, 341, 323,IPC has been registered in PS karsog on the complaint of sh. Dayal singh S/O sh. Dhyan Singh village Kui Dhar PO Gowal Pur Tehsil Ps Karsog Distt. Mandi (HP) that on 31-3-12 when he was coming from Gawalpur along with his wife when they reached near the house of sh. Beer Singh S/O sh. Dhyan Singh Vill.Kuidaar PO Gawalpur Distt. Mandi had duged ditch about 4 Feet deep and 25 feet long to obstruct his way and also beat him up. HC Ashok kumar No 885 I/O of PS Karsog is investigating the case.

CASE OF MOLESTATION AND HURT

9. Case FIR No. 53/12 Dated 31-3-2012 U/S 354, 323, 34 IPC has Been registered in PS Karsog on the complaint of Smt. Kanta Devi W/O sh. Lila Dhar village Rena Dhar PO Pokhi Tehsil PS Karsog Distt. Mandi (HP) that on 31-3-12 at 11 Pm she was in her Home along with her husband then sh. Chet Ram S/O sh. Begam Ram Called them to take their Labor Payment then she went out to take the payment when she reached near the Chet Ram he cought hold of her. Case is being investigating by ASI Amar singh I/O PS Karsog.

CASE OF ATTEMPT TO SUICIDE

10. A case FIR No. 54/12 Dated 31-3-2012 U/S 309 IPC has Been registered in PS Karsog on the Complaint of Mt Lata Devi D/O Sh Brestu Ram Caste Village Bhdarnu PO Tehsil & PS Karsog Distt Mandi HP that she was married with Sunt Ram year 2005 and they divocered on 15-2-2012 and and lived separate upto today. On 31-3-12 their villager said that Sunt Ram is laying in unconscious at Nala then she went there with his Father and found he was in unconscious condition and a poison bottle was also there. The Case is being investigating by ASI Om Prakash I/O PS Karsog.

CHALLANS

11. 85 Challans were issued and fine of Rs. 19,800/- was recovered under M.V.Act, 8 Challans were issued under COTPA and fine of Rs.800/- was recovered during last 24 hours.

  1. Case FIR No. 31/12 dated 29/03/12  U/S 20-61-85 ND&PS Act has been registered in PS Padhar  by SI Rattan Singh SHO P.S. Padhar that on  29/03/12 at about 9.30 PM he laid nakka  along with the other Police officials at Himari-Ganga and during the course of checking of vehicles he recovered 1 Kg 800 Gram cannabis (charas) from a car ( HP76-0729) which  was boarded  by Ravi Kumar S/O Tek Chand R/O Narla PO Kunnu Tehsil Padhar Distt. Mandi HP and Fateh Singh S/O Dagu Ram Vill. Drun PO Ropa Tehsil &PS Padhar Distt. Mandi. SI Rattan Singh SHO PS Padhar is investigating the case.

2.     Case FIR No. 28/12 dated 28/03/12 U/S 279,337 IPC has been registered in PS Gohar  on the complaint of Beli Ram S/O Sh. Fateh Ram VPO Saroa  Tehsil Chachiot   Distt. Mandi (H.P.) that on 29/03/12  at about 8.45 AM a Mahindra Max (HP34A-7521) came from Saroa side very rashly and fell-down in Ujagar Nullah due to rash and negligent driving of driver  Narpat Ram S/O Sh. Gaddi R/O Village Kheyog PO Saroa Tehsil Chachoit  Distt. Mandi and he sustained injuries along with his associate Jagarnath S/O Dagu Ram VPO Saroa  Tehsil Chachoit  Distt. Mandi who has boarded above ill-fated vehicle. ASI Hans Raj I/O of P.S. Gohar is investigating the case.

3.      Case FIR No. 29/12 dated 29/03/12   U/S 283 IPC has been registered in PS Gohar by  HC Gurdev  Singh No. 858 that on 29/03/12 he was on patrolling along with other police officials at Gohar bazaar and during the course of patrolling he found that Mahesh Kumar S/O Lal Singh Vill. Delag Tikkari PO Gohar Tehsil Chachoit  Distt. Mandi has laid a heap of sand and iron on the road which is causing  obstruction to the  general public & traffic. HC Gurdev Singh No. 858 I.O. of P.S. Gohar is investigating the case.

4.      Case FIR No.30/12 dated 29-03-12 U/S 283IPC has been registered in PS Gohar by HC Prabhakar Ram No. 872 that on 29/03/12 he was on patrolling along with other police officials at  Dan and during the course of patrolling  he found that Chandresh Soni  S/O Sudan Ram VPO Gohar  Tehsil Chachoit  Dstt. Mandi laid a heap of sand and other materials on the road which is causing obstruction to the traffic and the general public. HC Prabhakar Ram No. 872 I.O. of P.S. Gohar is investigating the case.

CASE OF DEFAMATION, EVE TEASING AND CRIMINAL INTIMIDATION

 

6.     Case FIR. No. 93/12 dated 29/03/12 U/S 500,509,506 IPC has been registered in PS Balh on the written complaint of Sh. Parkash Chand Saini S/O Sh. Sant Ram R/O Bhiura PO Rajgarh   Distt Mandi that Nishant  S/O Raghunandan R/O VPO Kanaid  Distt. Mandi eve- teased and harassed his daughter   Pooja as and when she went to the Suket Hospital  Sundernagar where she serves as  BAMS. Due to harassment by Nishant, his daughter resigned from Suket Hospital and she resumed her duty in Ayurvedic Hospital at Gandhi Bhavan  Mandi but Nishant continued the same practice and also threatened to his daughter Pooja to kill her. ASI  Karam Chand  I/O of P.S. Balh is investigating the case.

 

CASE OF OBSTRUCTING WAY AND HURT

 

  1. Case FIR No. 51/12 dated 30/03/12 U/S 341, 323 IPC has been registered in P.S. Jogindernagar on the complaint of Sh. Ranjeet Singh S/O Sh. Duni Chand R/O Vill. Banander PO & Tehsil Ladbharol Distt. Mandi that on 29/03/12 he went to the house of Pratap Chand resident of same locality to attend the party of his grandson's birthday where Ravi Kumar obstructed his way and beat him up. ASI Govind Ram I/C PP Ladbharol is investigating the case.

 

STRIKE BY THE LABOURERS

8.     Today in the jurisdiction of P.S. BSL Sundernagar, BMS unit of Jain Irrigation Sundernagar organized a strike against the administration of Jain Irrigation Sundernagar in which about 25 laborers of above organization participated. During the course of above strike law and order situation remained peaceful.

CHALLANS 

  1. 88 Challans were issued and fine of Rs. 12,950/-  was recovered  under M.V.Act, 7 Challans  were issued under COTPA and  fine of Rs.700/-  was recovered during last 24 hours.

1.     Control of crime
1.       Increase in conviction rate to at least 40%. (PRESENT = 18.35% FOR 2011)
  1. Quality Investigation without unnecessary delay will be the motto. Action by all IOs, SHOs, Readers to SOs.
  2. Plan of investigation to be prepared in all cases. A plan of investigation needs to be prepared after the registration of the case in first or second case diary. It will help the IO to know what is to be done during investigation and to stay focused so that investigation can be completed without unnecessary delay. Sometimes it so happens that the case is transferred to some different IO during investigation. In all such cases the relieved IO will write in his last case diary about the complete work done by him and future plan of action. This will help the new IO to understand the case better.  Action by all IOs, SHOs and all Readers to SOs.
  3. Progress report in all PI cases is to be prepared at the end of every month from the start of investigation. A copy of progress report will be sent by the concerned Reader to SO to the complainant. It may be sent through postcard at the end of every month from the start of investigation of the case and finally at the time of filing the final report in court mentioning the date and court of “Put in Court”. of the case in a format to be provided by SP Office. Action by all IOs, all SHOs, all Readers to SOs.
  4. Investigation manual will be printed through SP Office. CID Manual, Haryana Police Investigation manual and others can be printed and supplied to Police Stations. Action by Reader to SP, I C DCRB, DA-8, SP.
e.        SOs should write RCNB in their handwriting in all SR cases. Action by all SOs and Readers of SOs.
f.        Supervisory notes should be issued immediately after visiting the spot in SR cases and it should be reduced into writing and handed over to IO.  While visiting spot in special reported cases, the SO will give SO note in writing which will form part of the case file apart for the verbal instruction to the IO. Action by all SOs and Readers of SOs.
g.       There are cases involving Original Revenue Records in criminal cases. If IO requires it for investigation of the cases they may write directly to the concerned Custodian of record. In case that custodian refuses to hand over the record it can be procured through SP from DC in Land deal cases for GEQD. Action by all IOs, SHOs, Readers to SOs, SOs, Reader to SP.
h.       SP should visit the spot in all cases of murder, dacoity and major thefts and burglaries. Action by SP.
i.         Use of Integrated Investigation Forms (IIFs). At present IIF is used for FIR and Final Report u/s 173 CrPC only. They are to be used for arrest and search/seizures in all the cases. IIF for arrest serves the purpose of arrest memo, arrest intimation memo, personal search memo, arrest intimation to the concerned court. One form does the work of four memos. At the same time IO will not forget to mention any detail for arrest and seizure as all the required details are mentioned in the IIFs. Action by all IOs, SHOs, Readers to SOs, SOs.
j.         Scrutiny of Final Reports by ADA, DDA, DA only once. After one scrutiny it can be taken care by SO. Action by all IOs, SHOs, Readers to SOs, SOs.
k.       DNA profiling of murder and rape cases is required. But considering the overcrowding of pending cases in FSL only relevant cases should be transferred to FSL through SP Office. Action by all IOs, SHOs, SOs, Reader to SP.
  1. Take update of all the cases Pending Trial in Panchayats.Take up the task of Panchayat Trial cases, Disposal of case files, disposal of case property at PS.  Case property of these cases is also lying with PS. Letter to all GP Pradhans for the latest status of pending trial cases. These are to be delivered through SHOs, Copy to Sessions Judge Mandi, DC Mandi. Action by all MHCs, SHOs, SOs, Readers, SP.
  2. Case files in Special reported cases should go to the court in book bound form, properly page numbered and indexed along with list of documents and witnesses. Action by all IOs, SHOs, SOs, SP, Readers.
  3. In every special reported case statements of all the witnesses are to be video-graphed and the CD of these videos should be attached with the charge-sheet/final report. Action against the govt officials turning hostile as we will be doing video-graphy now. Action by all IOs, SHOs, SOs, SP, Readers.
  4. Timely reply in High Court /Supreme Court and other court matters. Acknowledgement receipt for Dak delivered to AG Office. Action by all.
  5. All SHOs to report SP before registration of FIR over telephone. This is necessary because in CIPA system the FIR gets freezes and after that it is hard to correct any irregularities in FIR. Action by all MHCs, SHOs, SOs.
  6. Supervisory officers should go through the case files whenever cases are cancelled by the IO. They should prepare a speaking order justifying the cancellation of the case before forwarding the final report as per the provision of section 173 CrPC. Action by all SOs.

  3. No case of UTR and CR will be deleted from the crime diary till the case has been “Put in Court”. g.       Accused copy not to be supplied by police. Action by all IOs, SHOs SOs.
h.       Special teams to be prepared for apprehending accused who have not been arrested. Action by Reader to SP, SP.
i.         Illegal mining to be controlled with cooperation from other departments. Hot spots – Fhirnu in Karsog, Balh, Kansa Khad, Ratti to Gutkar, Thalout etc.

d.       Missing persons especially ladies. See that they are traced. MOB to maintain data in this format also. Even if the women is not traced but we should know whether the lady is safe or not. All missing persons data to be given to anti human trafficking unit.  Action by all SHOs, MOB.  
4.     At least 50% theft cases to be worked out and 60% recovery to be affected.
a.       The directions issued through letter no. CB-4-1(Instruction)/2008-26451-72 dated 19/05/08 regarding prevention and detection of theft and burglary cases should be strictly adhered with so as to work out at least 50% of the theft cases and recover 60% of stolen property. This data will be maintained by MOB. Action by all SHOs, SOs, SP, MOB.
5.      At least 25% burglary cases to be worked out and 25% recovery to be affected.
a.       The directions issued through letter no. CB-4-1(Instruction)/2008-26451-72 dated 19/05/08 regarding prevention and detection of theft and burglary cases should be strictly adhered with so as to work out at least 25% of the burglary cases and recover 25% of stolen property. This data will be maintained by MOB.  Action by all SHOs, SOs, SP, MOB.
6.      15% reduction in case property.
a.       Sincere efforts to be made No case to be put in court without the compliance of sec. 52A of NDPS Act. Targets for disposal of case property are: 100% disposal in decided cases. Reader to SP assisted by MOB will maintain data of all the seizures of Narcotics and other case property PS wise from 1st Jan 2011. Action by all SHOs, SOs, Reader to SP, MOB.
b.       As per latest Drug Disposal Committee has been constituted at district level. All decided cases of NDPS are to be disposed off. Action by all MHCs, SHOs, SOs, Reader to SP.
  1. THERE SHOULD NOT BE A SINGLE CASE PROPERTY PENDING WITH THE PS THAT IS LIABLE TO BE DISPOSED OFF. If the court judgment is inconclusive about the case property then the SHO should file an application before the concerned court to take orders for the case property disposal. Action by all MHCs, SHOs, SOs.
  2. Disposal of case property:  in theft cases release the recovered property and in forest cases release it to the forest department. Action by all MHCs, SHOs, SOs.
  3. Disposal of old case files of VRK, RK, Police Stations and Police Lines. In a lot of cases in PS there is no record of Judgment in many cases. This is leading to incomplete record in PS. We may match with concerned Naib Court. In many cases in the disposal of case property there is no mention of disposal of case property in the order. In all those case we need to take the orders and apply again in the court for disposal of case property. Check the files of VRK and streamline. Check physically all the records of files of PSs and get them disposed off. Action by All MHCs, SHOs, SOs, VRK.
f.        Disposal of excise case property. Inform PHQ when excise people do not cooperate. Action by all MHCs, SHOs, SOs.
g.       Safety of case property. Action by all MHCs, SHOs.

8.      Implementation of inspection schedule.
a.       Inspections of 1st and 2nd Quarters of 2012 must be completed before 15/07/2012. And inspection of 3rd and 4th Quarters of 2012 before 15/01/2013. Action by all Readers and SOs, Reader to SP and SP.
b.       Inspection of Police Lines is also to be conducted on similar lines by SO Police Lines. Action by LO, MHC PL Mandi, SO PL Mandi. Check record of KHC.
c.       Compliance report of Inspection of SP office by IGP CR to be prepared and the entire matter has to be dealt on file. Action by Head Clerk.
9.     Timely implementation of new reward scheme.
a.       All cases of reward and punishment will be dealt without delay. IOs, SHOs, SOs and other police officials should forward all deserving cases of reward immediately.
b.       CRC will keep record of all rewarded police personnel. Constitution of Committee as desired by PHQ and timely recommending the names. Action by all SHOs, SOs, SP, CRC.
10.   Monthly crime meetings cum JCC meeting to be held on 5th of every month.
a.       JCC meeting should be attended by only those who want to raise some issue. None should attend for sake of attendance. Action by Head Clerk and Reader to SP.
b.       A separate file of instructions to be issued in Crime meeting will be maintained by Reader to SP. The dak in this file will be marked by SP as “To be discussed in Crime Meeting” during the month.
c.       SOs will give a powerpoint presentation about the targets to be achieved and actual accomplishments under the annual plan. Action by all SOs and Readers of SO.
11.     25% increase in preventive measures viz. 107, 150, 151, 145, 114.

b.       In cases investigated by GO a power-point presentation is to be prepared about the entire investigation and that presentation should be put in court along with the charge-sheet/final report.

14.   Time frame for complaints
a.       Police Station level = 15 days, SDPO level = 21 days, SP level = 30 days. No complaint should be pending more than one month. If enquiry of a complaint exceeds one month the same should be considered “deemed transferred” to concerned SO who will further enquire it without delay. Action by all SHOs, SOs, SP, PC.
b.       Complaints received through e-channel i.e. e-samadhan, online complaints through police web portal, complaints received through SMS are to be treated at par with other complaints. SMS complaints to be taken seriously by all SHOs. If FIR is to be registered it should be registered immediately as per law. Action by all SHOs, SOs, PC.

7.      100% increase in challans by Highway Patrol.
a.       Highway Patrolling should mostly be worried about smooth flow of traffic. They should challan under MV Act only in cases of visible offences. They should not put a naka and start checking the vehicles for documents. Any deviations would be viewed seriously. They should patrol the accident prone areas on priority. Action by I C HP, OASI, SP.
8.      Publicity campaigns against dangerous/drunken driving and using mobile phone while driving, at least once a month.
a.      Targets at SO level are AddSP = 2, DySP(H) = 3, SDPO Sarkaghat = 2, SDPO Sundernagar = 3.
9.     Prevention of carrying passengers in un-authorized vehicles at inter-state barrier.
a.       It is at serial no. 5 of the 13 heads. In absence of any state border this is to be covered under the 13 heads.
3.   Improving Service Delivery
1.  100% implementation of time frame for service delivery notified under Right to Services Act.
2. Real time response to the complaints received through SMS service. Response has to be within 10 minutes after the receipt of SMS by concerned SHO.
3. Minimum 80% of NBW to be served. Strengthened SWC and merge with PO and AHTU and MOB. Check the outside summons and warrants. They have to be executed by outside courts. Sec 67.
Targets for service of summon/warrants for all PS and SWC Branch. In all those cases when a NBW is not executed two times in continuation, it should be reported to SP. Action by I C SWC.
4. GO should be present in police stations during complainants day and maximum publicity should be given through local television network and other media. Action by all SOs, SP.
5. GO may interact with complainants on sample basis to ascertain whether they had to pay bribe to police personnel to get their grievances redressed. Sample size should be 10% of total FIR and total complaints. Action by all SOs, SP.
6. Brief MHCs about FIR in cases of Non-Cognizable and CIPA report in 174 Proceedings. A training of MHCs is to be organized in this regard. We can start this from 1st April 2012. Action y Reader to SP, SP.

8. Police Staff handing the phone in Police Station should do so with politeness. 4.  Human resource development
1.       100% compliance of targets of training courses.
a.       Utilizing entire fund allocated under SOE “Training”. Preparing a training file (Computers, emails, driving, investigation, training of police for Amendments in CrPC, Office procedure and Financial administration course, NDPS, Accidents, GPS, Cyber Crime investigations¸ Noting and Drafting, English Speaking. Training of Beat Officers. Training of Investigating Officers in Video-graphy, IIF filling, etc. Action by training clerk, I C DCRB, SP.
b.       Utilizing available seats of training at various training institutes.  Action by training clerk, SP.
2.      Creation of personnel management data in each district.
a.       The work should be assigned to constabulary depending upon their skills and expertise in different field like computer, driving, traffic, complaints enquiry etc. For this purpose a profile of constabulary is to be prepared at SP office. For this a format has been prepared and already circulated to the SHOs for every police official. SOs should ensure that it is completed without delay. They can also keep a copy of the same for better utilization of the men power at their disposal. A soft copy of the same to be prepared. Action by all SHOs, SOs, OASI, SP.
b.       Completing PMIS entries verification. Action by all GOs, CRC, SP.

3.      Ensuring fixed tenure of posting for all SHOs.
a.       District level Police Establishment Committee has already been constituted. Policies and guidelines for transfers and postings will be executed in letter and spirit. 5. Adoption of new technologies and innovative methods in policing.
1.       Computer feeding to be done by IO.
  1. Strive to reduce paper work. Printouts should be taken only when DFA is approved except in exceptional cases. Action by all police staff.
  2. Digitalization of Register No. 9 of all PS. Target for the same to worked out. Action by I C DCRB and SP.

It is mandatory to pass this course otherwise a participant need to undergo training again till he or she passes the course. Quantitative target is to train 100% police staff posted in district and at least 50% of the police staff should qualify/pass the test so that there is basic minimum certification achieved. 6. Implement community policing schemes
1.       Revision of members of community policing schemes on actual contribution.
  1. While implementing Community Policing Schemes, emphasis should be on to achieve meaningful results rather than to hold routine meetings. Beat constable should be in touch with Anganwadi workers to collect various information. List of all such workers has already been supplied. The list of names and phone numbers of the protection officers under Domestic Violence Act should be displayed on the notice board of the PS. Action under section 71 of HP Police Act.   2. Review of CLG. Issue orders as per section 81 of HP Police Act. Action by all SHOs, SOs, SP. Reader to SP.

The officer-in-charge of a Police Station shall visit every village under his jurisdiction, in the manner specified by the Superintendent of Police through a general or special order, and while doing so, he shall visit villages that are recorded as ‘Sensitive’ in the Village Register as a first priority. 3.      Collection of intelligence pertaining to anti-social/national activities.
  1. It is desirable to make periodic analysis of international calls made from STD booths located in the police station jurisdiction. Action by All SHOs and SOs.
  2. Opening source reports of last one year and to secretly enquire their present status. Action by I C Security.
  3. Whenever advance information is received regarding holding of Dharna or processions, SOs and SHOs should impose reasonable restrictions by communicating to them in writing under HP Police Act. A draft of the notice to be prepared and conveyed to all SHOs. Action by I C Security.
  4. Record of Hotels. This can be taken from Tourism dept and also from internet. Action by All SHOs and I C Security.

  7. Registration of migrant laborers and domestic servants. If information sheets are not returned we may get them verified through ADGP CID of other states.
  8. Check the pheriwalas in colonies. Action by all SHOs.
i.         We should go for cancellation of bail in all bailable and non-bailable cases in which accused in threatening complainant or witnesses. Action by all IOs, SHOs, SOs.
j.         Controlling child labour along with labour department. Action by all SHOs, SOs, SP.
4.      Deployment of policemen at tourist places. Action by OASI, SP.
5.      Holding of interstate border meetings.
a.       SP, SDPOs, SHOs should hold border meetings with their counterparts in their adjoining states as per instructions issued by PHQ letter No. CB-8(Inst.-Sharing)/2010-2901-08 dated 02/06/10. Efforts should be made to identify and arrest the POs of other states residing in HP. In absence of such a border meeting with neighbouring districts during crime meeting at Range Level and PHQ Level. Action by SP. SDPOs and SHOs meet during crime meeting every month.
6.      Collection and action on real time intelligence.

c.       Check all those foreigners who are on E of B visa. All cases to be dealt on file. Those foreigners who are already registered but with incomplete documents need to be given order to remind and present the supporting documents within one week. If documents are not received within one week. Leave India notice to be served mentioning reasons.
d.       Discontinuation of LOCs. List of all to be prepared and it is to be analysed if any LOC is to be discontinued.
e.        Whenever leave India Notice is given passport needs to be endorsed with Copy to embassy, Copy to foreigners division, Copy to CPV in case of Deportation of foreigners. Action by I C Security.
f.        Look out for all the foreigners who have been issued “ not to leave India notice”. Letters to DA Mandi to know the latest position of the cases so that they can be deported. All Naib Courts to tell I C Security about the decisions related to foreigners on the day of Judgment. Counter check by DA/DDAs. Issue letters in this regard. Action by I C Security.
g.       Meeting with private security agencies. IGP Law and Order is competent authority now. Action by I C Security.
h.        Overstaying foreign nationals to be deported. Action by all SHOs and I C Security.
i.         Be careful in inquest to rule out the angle of insurance especially in case of foreigners. Action by All SHOs and I C Security.

7.      Review and strengthening of patrolling and beat system.
a.       Reactivating Active Group of Beat Policing. Refer section 67,68,69,70 of HP Police Act. Crime Mapping and Reactivating Beat and IOs in buddy Pairs to be prepared. Functional Beats similar to a PP. Issue orders of beat officers. Duties of Beat Officer to be defined in a Order. Action by all Beat Officers, OASI, SHOs, SOs, SP.

9. Welfare, sports and health of policemen
1.       Police welfare club.

  1. Free eye camp to be organized in P L. Action by SP and LO Lines.
  2. Medical reimbursement of Police Staff. Sending the additionality proposal in time and following it up with Finance. Action by Accountant.
  3. Emergent needs of police staff to be met out of liquidity of TA Bills with cashier and private funds. Action by Accountant and Cashier.
4.     Compulsory medical check-up.
a.       Medical check-up of all the staff to be finished in time. People with +45 years of age require special attention in police. Action by all SHOs and LO Lines.
5.      HOO to hold review meetings with executing agencies at least once in a month for constructions. Land Issues. Pending proposals with govt.
  1. Housing data and backlog. House allotment will be as per GAD Rules. Overstaying will be dealt according to rules. Action by Head Clerk.
  2. Visiting sites in under construction cases. All SOs and SP will physically inspect the under construction sites during their field visits. Changes required can be immediately pointed out. Action by all SOs and SP.
6.      Establishing BPOs or other revenue earning ventures in Police Lines.
a.       Whenever any request in this regard will be received, it will be positively seen and best efforts will be done to maximize the profit for the interest of the police staff of the district. All such proposals will be dealt on file initiated by Head Clerk and routed through AddSP.
7.      Extending canteen facilities to police personnel in district hqrs. by liaison with CPMF located in the state. Action by AddSP.
8.      Providing scholarship to the children of police personnel by liaison with public sector undertaking located in the district. Action by Accountant.
10. Performance evaluation and accountability at PS, SDPO, SP level
1.       Assign specific time bound tasks and fix quantitative targets at each level.
a.       The targets of this plan have been divided PS wise and designations of Police Officers and Officials who will deal with take action have been mentioned against the assigned task. Action by SP.
2.      Conduct monthly performance review of targets at each level.
a.       Monthly performance review will be done during Crime meeting. A file of the Annual Plan will be prepared and minutes of every meeting will be prepared and points on which no further action is required and which have already been achieved will be dropped. At the same time new sub-points can be added. THIS FILE WILL BE MAINTAINED AND UPDATED BY READER TO SP.
b.       All SOs will give a power-point presentation of annual plan targets and achievements under this plan in every Crime meeting. Action by all Readers and SOs.
c.       Monthly Report of Police Officials is to be submitted by all the police officials in the format to be provided by SP Office. Non-submission will be viewed seriously and could lead to missing or incomplete ACRs. Steno will compile all “Monthly Reports” and monitor that these are received in time and are properly filed and presented to SP for entering comments on ACR. Action by all police staff and Steno to SP.
3.      Fix accountability of results at each level.
a.       No official will proceed on leave without handing over the charge and briefing the next official about the duties and pending important works. Brief all office staff though signatures.
b.       Work distribution among all. All police staff posted in Mandi district is to be assigned work by way of written orders. This includes beat officers, investigation officers, traffic staff, office staff etc. This distribution of work will be published on Mandi Police website. Action by Head Clerk, Reader to SP, SHOs, OASI, SOs and SP.
c.       It has been observed in office that dealing hands send the dak to unnecessary people and raise unnecessary queries while they can prepare the reply by a little more effort at their own level. Action by all SP Office staff
d.       Handing over taking over of charge of all officials. It has been observed that many police officials do not take charge of their duties in SP Office, Police Lines, SDPO Office, Police Stations from their previous incumbents. This includes all the Readers, all Dealing Hands, MHCs, KHC, CHC, SHOs, Malkhana Moharrar, drivers etc. This leads to discontinuity in fixing responsibility. Target is that there should be no official who is supposed to take some charge and is not taking it. TARGET IS THAT NONE OF THESE OFFICIALS SHOULD BE WITH`OUT CHARGE. ALL THE SUPERVISORY OFFICERS WILL CERTIFY ABOUT OFFICERS IN THEIR COMMAND IN FIELD, P L, SDPOs AND SP OFFICE. Action by All SO and SP.
e.        Check on Office Expenses and Motor Vehicle is to be maintained. Reduce electricity, phone and water consumption. CFL bulbs and tube-lights will be used in all police offices. Action by all police staff.
f.        It has come to notice that Dealing Hands /Clerks /ECC staff posted in SP Office are not fully aware of the past instructions in their respective fields/duties. It leads to poor reply on PUCs and unnecessarily delays the file work and decision making. All are therefore requested to go though the instructions of the past related to their duties. THE DEALING HAND SHOULD NOT PASS THE ENTIRE RESPONSIBILITY TO RECORD KEEPER. Action by all SP Office staff.
g.       Further quantitative tasks can be assigned to police officials by SHOs, SOs and various Unit In-charges.
h.       COPY OF DETAILED ANNUAL PLAN TO ALL THE STAFF. Reminders through email and SMS. Action by Reader to SP, Head Clerk, all SHOs, SOs, SP.
4.      Measure public satisfaction by carrying out at least one annual survey on performance evaluation.
a.       One agency has to be identified. Mandi Police Blog Poll may also be used. Action by SP.

1.        SP will introduce at least one best practice in his district, which will be subsequently introduced in other districts depending upon the effectiveness of the practice. Action by SP.
