1. Crime: A total of 2168 FIRs were registered in total ten
Police Stations of Mandi District compared to 2019 registered in 2011. Crime
under IPC has increased from 1640 in 2011 to 1733 in 2012. Under Local and
Other Special Laws FIRs have increased from 379 to 435 which is largely because
of increase in Seizure of alcohol from 88 cases in 2011 to 294 cases in 2012
under Excise Act. Thought the cases under Forest Act reduced. Accidental cases
have shown slight increase from 360 to 378. Persons who lost their live in these
cases have increased from 113 last year to 147 this year. Number of injured persons in accidents has
also increased from 766 to 794. 15 cases
of murder were registered and all have been worked out. 28 cases of rape were
reported this year and all of them have been worked out except one. Theft and Burglary
cases have shown almost no change. While 100 cases of theft were registered in
which property worth 97 lacs was stolen out of which property worth 66 lacs was
recovered by Police. In 97 cases of burglary property worth 57 lacs was stolen
out of which only 6 lacs was recovered. 20 cases have been registered under
SC/ST (POA) Act and 1 case was registered under Prevention of Corruption Act.
Two police officials were caught red handed accepting bribe by Vigilance
Department. Investigation of these cases was under taken by 209 Investigation
Officers of Police Station, Special Investigation Unit, Women & Child
Support Unit and Supervisory Officers. Figure of Pending Investigation cases at
the end of year was close to 15%. The conviction rate was 18%. A total of 2132 complaints
were also enquired by Police out of which 202 were received by SMS, 42 through
E-Samadhan and 525 through web-portal of HP Police.
2. Preventive
Policing: Action
under 107, 150, 151, 145, 133, 41(2), 109 CrPC, 114 of HP Police Act increased
by 5% (These sections of CrPC deal with prevention of offences). A total of 2310 persons were booked under
various preventive sections of CrPC and HP Police Act. 229 persons were booked
under section 114 of HP Police Act.
3. Anti smoking: Action under
Anti-Smoking Act decreased from 5673 Challans in 2011 to 4815 challans in 2012
and fine of Rs 5,02,500 was collected.
4. Mining Act: Challans under Mining Act
increased by more than 200% from 144 in 2011 to 460 in 2012.
5. Challans under Non-Biodegradable Act
(Anti-Polythene Act) decreased from 36 challans in 2011 to 27 in 2012 and fine
of 17,000 was collected.
6. Missing Persons: 221 new missing
persons reports were handled by Police in 2012. At the end of 2011, 106 persons
were missing. Out of this total of 327 persons 228 were traced. 99 persons are
now reported missing.
7. Arrest of Proclaimed Offenders (PO): 115 PO were reported at the start of 2011,
50 PO were added in 2012. Out of total 165 PO, 47 were arrested. The figure at
the end of year is 118.
8. CCTV: 20 New cameras were installed
in Mandi city and on National Highways at 3 places with recording facility.
9. Action
against Narcotics: Financial investigation was carried out in 18 cases
and property worth 78 lacs was seized/freeze. Case reduced from 106 to 63 in 2012. Seizure
of Cannabis/charas reduced from 50Kg to 34 Kg. Around 150 Kg charas and 315 Kg
Poppy Straw involved in old cases was disposed off by burning.
10. Law and
Order duties: Following
fairs (Mela) were organized peacefully – International Shivaratri
fair, Sundernagar Nalwar fair, Jogindernagar fair.
11. Recruitment
process for around 120 vacancies of constables was conducted. Outdoor examination for around 12,000 candidates was
conducted over 7 days. Indoor examination of over 7000 candidates was also
conducted.
12. Election: Peaceful conduct of Vidhan Sabha Election 2012.
A total of 27 VIPs with security classification of Z and above visited
Mandi district during the election process. A few of them visited more than
once. Four out of 27 VIPs were with Z+ security classification. This included
Smt. Sonia Gandhi, Sh. Narendra Modi, Sh. Rajnath Singh, Kumari Mayawati who
visited Mandi district for campaigning. Helicopter landings took place 27 times
to bring candidates and VIPs for election campaign. Election related violence -
No poll day violence was observed. Five election related violence cases were
registered during the period of one month from the announcement of elections to
Poll day (Obstructing way, hurt and rioting related) in which 12 suffered
simple injuries. Arms Act cases - Two cases involving a country made pistol in
one case and a SBML Gun without license in other case were detected and two
persons arrested in these cases. Narcotics cases - 3 cases with seizure of
4.565 Kg of Cannabis in total were registered during the election process till
poll day. Excise (Liquor) seizures - Special drive was launched for detection
of illegal production of alcohol, transportation and storage. In total 59 cases
were registered during the period. 7
cases were detected by Flying Squads (5 cases) and Static Surveillance Teams (2
cases) and the rest 52 cases were detected by District Police. In total 21
Flying Squads and 10 Static Surveillance Teams were in operation. Postal
Ballots - Out of total 841 Police personnel two were retiring on 31st
October. Hence 839 police officials were eligible for Postal Ballots. All of
them filled up Form 12 and applied for postal ballots.
13. Better
management of Traffic: Challans under MV Act decreased by 18% from around 60 thousand in 2011
to around 49 thousand in 2012 in which compounding fee of more than one crore
was collected. 532 persons were challaned for drunken driving, 2020 persons
were challaned for overspeeding, 297 for using pressure horns, 638 for using
mobile phone while driving, 10242 for unauthorized parking and 11 for
unauthorized use of red/blue light.
14. Maximizing
use of Information Technology: More than 50% of police personnel were trained in functional
use of Microsoft office, emails and internet. All the Police personnel
were trained in Reading, writing and sending SMSes. All the ten Police
Stations, SP Office (all branches), SDPO Offices have internet facility and
most of the communication is handled via emails. Under Personnel Management
Information System (PMIS) service records of the police personnel posted in Mandi
were digitized. All the service records are now available in software of PMIS.
15. Mandi Police Blog – www.mandipolice.blogspot.com was
used for daily update of crime. Brief of FIR registered in a day was posted on
this website at the end of day. People could write comments on the same. The
print media used to take out information every day. In other words this acted
as daily press brief. The page-views of website crossed 30,000 by 31st Dec
2012.
16. Service of processes (Summons,
Warrants, and Notices) is more than 83%. Out of total 68,925 received for
serving, 57,717 were served. 7,505 Bailable warrants and 4,161 Non-bailable
warrants were received.
17. Prisoner Escort: In total 2903 prisoners were escorted to
courts and Jails. 5806 man days were used. 20 per day.
18. VIP duty: On an average around 15
Policemen performed duty of providing security to VIPs. A total of more than
500 VIPs visited Mandi in 2011. Z Plus = 4, Z = more than 50, X &Y &
others were more than 400. No single case of breach of VIP security happened.
19. Police Verification reports: In total
around 35 thousand Police Verification Reports were provided by all the Police
Stations in total in 2012.
20. Gun license cases: over 500 cases of
new and renewal of Gun License cases were dealt in year.
21. Anti-eve teasing Squads were
constituted in Mandi and Sundernagar consisting of lady constables to check
incidents of eve-teasing by patrolling the vulnerable areas.
22. Passport verification: around four
thousand passport verifications were conducted.
23. City Mobile: City mobile service for
patrolling during evening and night was started in Mandi.
24. Beat Policing: Jurisdiction of Mandi
district was divided in 137 Beats and 137 Beat Officers of Constable rank were
posted to provide better service to people and to increase police presence in
society.
25. Information to complainant: Practice
of informing the complainant about the progress of their cases after every one
month was started. The information was supplied every month by postcard.
26. Awards: 95 Policemen were awarded
Commendation Certificate – I and 326 with CC – III. All those police officials
who have done outstanding work have been recognized in time and their photos
displayed in SP office.
27. Weeding of old record: Over 10,000
old and outdated files were disposed off in Police Stations, SDPO and SP
Office.
28. Dealing High Court and SC orders: As
SP Mandi, filed 64 Criminal appeals, 45 Civil writ petition replies to High
Court of Himachal Pradesh and 8 to Supreme Court of India as respondent. 12
legal notice were replied and 4 civil suits were faced. 127 times the official record
was presented before the court.
29. RTI Applications: In total 572 RTI applications
were handled by PIO of Mandi Police. 9 appeals were decided by SP Mandi and 1
appeal was decided by State commission in favour of police.
30. Sports: New volleyball ground in PL
Mandi: New volleyball ground was prepared in Police Lines Mandi. The Gym of
Police Lines was renovated. A volleyball tournament was organized
for players of Mandi district.
31. Improving
the quality of investigation: SOs started writing RCNB in own handwriting. Use of
Integrated Investigation Forms (IIFs) for Final Report, Arrest and Seizure
started. Regular coordination meeting with prosecution. Plan of investigation
prepared and supervised at SO level. Video recording in Special reported cases.
FIR in Non-Cognizable Case through CIPA
system started also entered in CIPA system.
32. Police
Constructions, Transport & others: Under constructions sites visited during field visits and
minor changes pointed out in time by Supervisory Officers. Newly constructed
building taken over – Police Post Janjehli. Police Station Gohar, Police
Station Aut, Police Post Dharampur and quarters at Dhanshidhar are major
construction works which are still in progress. In total 4 Type – III, 45 Type
– II and 16 Type – I quarters are available in Mandi City apart from PS and PP.
78 vehicles of various kinds were maintained.
33. Mandi
Police facebook page: www.facebook.com/mandipolice , which has more than 6000 fans as on date, was actively
used to interact with people. All the information of the major police action
was regularly updated to inform people. People used to respond with likes,
comments and shares. These comments were promptly responded. Also, people were
encouraged to give information of any violation of law. This form of
communication was faster than the communication through Mandi Police website.
This was because whenever the status was updated on facebook page, it was
immediately notified to the fans. This later spread though likes, comments and
shares to others.
34. Police
night: A police night was celebrated in Bipasha Sadan Mandi in which Policemen
and their families displayed their cultural skills.
35. Slow
biking contest was organized in Paddal ground in which more than 100 bikers
participated.
36. Renovation
of NGO mess in Police Lines Mandi.
37. Cameras
on Police vehicles: To improve the response time, accountability and
transparency of police, cameras were installed on police vehicles of five
Police Stations.
38. Training
in Cyber security to School students: More than 100 students of four schools of
Mandi were educated in computer security.
39. Numbers
on Autos: To improve the service delivery of Auto rickshaws in Mandi prominent
numbers were displayed on them to track them.
40. Ebook
on arrested persons under NDPS during the last two years was prepared.
41. Special
campaign was launched to control rash bikers on National Highway.
42. Complying
with High Court of HP more than40 liquor vends which were within 60 meters of
educational and religious institutions were closed and moved to new locations.
43. A
total of 6 mentally ill persons were taken in police protection for their
treatment in hospital.
44. Video
Conferencing facility in Mandi Jail was used to take the judicial custody of
the accused persons without producing them directly to court.
45. Training:
A total of 111 training courses of various nature were used to train policemen
though various agencies.
